"Unique workers" "forever students" can't help but confuse someone else

Had someone come round to check the electrical fittings. He found a couple that needed changing and he told me that they'd be able to come and inspect again once I changed them.
Now Liam over the phone has informed me that they cannot certify the work of someone else and I must employ them specifically to change them. I couldn't believe it, as when they inspected the house, obviously the work was not done by them, and they had no problem inspecting it with intent to certify.
Not to mention that the report of their investigation was not sent, not even after I paid, and I had to call to ask for it. Though, they were able to bill me and send the invoice immediately after the inspection.
Does not seem professional at all to me, especially since they say one thing in person and another over the phone.
