Can someone help get a 4hp outboard running properly please?

I have a 4hp outboard. Starts but when twist the throttle it’s does go it cuts out. Sometimes let me go down the canal for about 1 mins at 1 mph if that. Anyone or business able to help please. Thank you in advance
