Let down, charged for the privilege

The plumber agreed to attend this morning. This afternoon at 12:21 I had a missed call and called back twice at 12:29. No answer. I also text to ask if he was there. I had informed the plumber that I wouldn't be present 2 days ago but could give them access through a key box. The plumber has now cancelled the job and charged a callout fee, with the evidence as a photo of an alleyway down the side of my property ...
