Broke handbrake and wanted to charge for retest

Took car in with recently overhauled and adjusted brakes. Passed everything until end when tester cranked handbrake lever snapping a plastic retaining clip on the cable. Did not offer to repair or give quote. Repaired myself and booked into different centre as he wanted me to pay re-test fee and refused to acknowledge he broke it
